Tensions have been running high for a while, but they really spiked in August of last year when Nancy Pelosi visited Taiwan. China then did some massive military exercises around Taiwan that included firing missiles over the island. And then the week before last, on June 8th, it was reported that China had made a secret agreement to establish a listening station in Cuba. So with that many irritants in the relationship, I think the fact that the visit went ahead is progress in itself.
