Bush picked the team. Condoleezza Rice did not have anywhere near the experience that they really held. Donald Rumsfeld had more paper experience than any secretary of defense because he'd served it before, and yet he'd been out of government for a very long time. Colin Powell was far more skilled at picking apart the weaknesses and other people's arguments than being wedded to his own argument.
