The Third Law of Thermodynamics
The third law states that absolute zero may be approached experimentally but can never be reached. If we are using heat to generate work it is not possible to transform 100% of the heat into work. So some of the heat must be given off as exhaust to a surrounding region. All power plants require extensive cooling apparatuses like nearby lakes or big cooling towers and so on. It is because they have to exhaust heat to their surrounding environment.
