The International Criminal Court's Judgment of War Crimes
Philip Hammond: War crimes are being committed on the territory of ukraine and tat they are being perpetrated, it seems, by russian actors. But i think we need to be very careful before we ascribe criminal responsibility to particular individuals,. including at the top. Philip Hammond: I was a bit perturbed by president byden describing president puton as a war criminal. It does indeed look as though war crimes are being perpetrated. We just don't know how systematically this is being done. So e yes, it does look as if war crimes arebeing perpetrated. And i think we're also looking at crimes against humanity too.
