Foreign Policy

There's an entire system that knew what was going on and what the human stakes were. One of the biggest things, and this comes out in the yalareview article, why does the president get to make foreign policy as he wants it without any regard to congress? Congress passed a law saying, don't give money to the contras. He did it anyway. The peopwe be focusing on are the people in his administration who are actually doing all this work behind the scenes. We don't necessarily need to have a country where the president can do any hin he wants in foreign policy.
