Reports of up close encounters with the ghost, after which they stop dead in their tracks and wait to be taken into custody. It's hard to invision any natural phenomenon that would produce those effects without some kind of deception being involved. In the blazing heat of a summer day, the crossers might encounter a mirage but almost all the border crossings occur at night. Mirages just don't do that.
