The Debt Limit Deal and the Politics of Emergency Spending

McCarthy is in a bad spot on this, but he at least understands the dynamics with which he's working. The debt limit deal was like over Memorial Day. So we're like two months past the debt limit deal would set these spending limits. House Republicans are going lower Senate Republicans and Democrats are going higher with emergency spending.
