The Importance of Competence in Foreign Policy

Richard: I'm really depressed about the degree to which we are demonstrating our incompetence. It's interesting how much you emphasize competency in the book. And it seems to me that one of the points that you are making is that this really isn't going to be a world for amateurs. We have to acknowledge the complex causality of events and what is driving, you know, the challenges and opportunities that that we face to day.
