Aegon Tested Torren's Loyalty
Aegon may have been testing Torren's loyalty. He established precedent for the other wardens of the south and east or whatever. The sisters were well in hand from that point on. They didn't return to their piratical wrecking ways. There was a lot of history there between the Starks and the sister men. It would have gotten them to work together.
