Many Italians resented their foreign overlords. An edict of 512 attempts to put a stop to violence between Romans and Goths over land ownership. The authority of the Pope and of Orthodox belief was not seriously challenged in Italy. Some yearned for a return to the old days, while others enjoyed the independence that came with Luca Gothic supervision.
