It's really getting it that there are all sorts of negative unintended consequences that can come about by taking an action and making it a regulation or a law. And yet that's being balanced against really broad fear that the public is expressing. So if you're a policy maker, how do you approach that problem? You're kind of lagging behind probably already on the technical side, which kind of going back to the earlier point, and you're trying to regulate something that's just cutting edges as one can be before it ever happens. It's a tough position to be in. I think there's really a lot of fear on both sides"
