Is There a Decentralized Fintech?

There is currently a bill trying to get passed an american congress called thefi ancial services innovation act by representative patrick mc henry. He's talking about proposing a permanent public bata, is what he's calling it, for a decentralized finance. The eco system that we see to day is sort of limited by the concept of over collateralization and smart contrast. But in general, i think we see many more financial instruments coming, which are more complex than the ones we see to today.
