Praxiology is not empirical in the sense you go out and make observations of all the men acting in the world to determine that man must act. The example i like from euclidean geometry is one of one of the therems as, two parallel lines never touch. You're kind of making an axia matic assumption, effectively. And then from that assumption, you're building this this world ou a. It's somewhat of setting boundaries out of the infinite abyss...you need to somehow set boundaries for the arena that you want to play in.
