The Order of the British Empire

The order of the british empire is created during the first world war and for the first few years into the 1920s it's given out to just totally unprecedented numbers of people. This paradox then also transfers to britain when people say things they're like how can an order of chivalry be democratic aren't those two things contradictory? i think that there is something about this not i do have trouble kind of articulating putting my finger on what is distinctive about this in relation to British society.
