Is There a Difference Between Rich and Poor?

There is a strong correlation between the wealth of the local authority and the number of children in care. Different councils have different rules, so there will be some councils where if they find a bruise on a baby, that child will be automatically removed or heavily investigated. Blackpool has a rate of 210 for every ten thousand children in the care system while Wokingham has just 24 for every ten thousands. There was a higher rate of removals for poorer people in rich areas then there were for poor people in poor areas.
