After Costa Ricans refused to work in the tropics, construction stalled. "They were dying at levels equivalent to deaths on the beaches of Normandy" The U.S. hired Italian immigrants and brought workers from China and parts of Europe. But many went AWOL when they saw how dangerous it was.
