During the Second World War, Stalin and others take a much more benign view of Ukraine. The deportation of Poles and Jews into Poland suggests that the system no longer believes it can assimilate everybody. If you're deported to Siberia, there is also at least the idea in principle that your body is going to be redeemed for the Soviet system. You'll come back and you will have been reformed.
