The idea that it is the bank's decision as to whether they will allow the customer to do this is a fallacy. Customers have been taking your data and sharing it with other people. There are massive opportunities from data sharing that have nothing to do with regulatory compliance. Many banks just did the bare minimum because they didn't really see the opportunity.
