The Soviet Union's Five-Year Plan

The first five-year plan was designed to greatly increase the production of a wide range of industrial goods, both raw material and finished products. It also required large increases in agricultural production so that they could support those goals. The food part is actually where the challenges really come into play, and which would result in the forced collectivization of the early 1930s. There were absolutely no limits on the amount of resources that could be spent on any given item. Anything an industry needed, it could get if it had high enough priority.
