Test Design and Standards of Proof

People tend to be obstreperous if they aren't listened to. Terrorists often do extreme things because they don't feel their voices are heard. If you design test that's impossible to pass on possibility you don't like, somebody else can do the same to the possibility you like. The social behaviour i've seen is being hyper responsible. But what it does it has a drag along effect. So if the most sceptical person ends up feeling good about it, everybody else is likely to.
