An acid is willing to give up a hydrogen plus a hydrogen cation, also known as just a proton. A base is able to accept a proton and will usually be negative when it does. Acids are more acidic than bases because of the way they distribute leftover electrons after giving up their proton. But bases can have an excess of electrons if they're not balanced out with other molecules that support what's left over from before.
