A rising chorus suggests not. A Harvard Law Review article was published in 2017 about whether a single district court judge has the power to issue nationwide injunctions of federal law. The Trump appointed judge Richardson did not issue an injunction that applied everywhere in perpetuity throughout the universe. There's no controversy, no discussion, no debate, no nothing that is not within the power of a judge to do. That's what judges do all the time. They enjoined state laws.
