The Importance of the Soviet Military in the First Five-Year Plan

The first five-year plan of the Soviet Union was developed in 1927. The goals were to increase industrial capacity, self-sufficiency and move critical resources away from Western borders. In 1928, it became official policy to start moving some types of industry out of the border regions.
