When Wilson was writing his dissertation, he argued that the congressional presidential system was broken. He said it made more sense to have a sort of prime minister parliamentary relationship where the president could work with Congress. Roosevelt and Wilson corresponded; they were pals in a certain way. But when World War I was coming, it drove Theodore Roosevelt berserk.
