Send your idea to his office. There's tons of people in our circles that have access to him. He probly wouldn't say, sure, let me introduce you to elon. But he might say, actually, i go through his office. Do you have something that's interesting that they don't know about yet? Reach out to them with it as soon as humanly possible.
