In the 60s, if missions is your load star, then the answer is to not be involved in politics. And just 10 years later, he's doing the same thing. He doesn't think it's a shift on his side. He's assessing the situation politically and saying, for the sake of the church, we now need to be involved. There are less charitable readings as well that his own biases are playing into these things as well.
