The Paradox of Xi Jinping's China

From 2009 to 2018, the mentions of refusal of military service by year. There's a pretty staggering linear trajectory upward from just a few instances in 2009 to dozens and dozens. The military is no stranger to that; officers who write commentaries on these cases of desertion and refusal to serve are very common. And so we see this kind of move towards more public management of a policy problem internally in China.
