Noun quantifiers aren't necessarily ordered the same way as numerals, versus in English you've got all these books versus these three books. And so adding an additional thing to the order that would give us a lot of much larger number of possible orderings and less of how many of those would be actually used. There are other languages that are noun numeral determiner. I will let people who are interested in that particular question research at themselves.
