Is Heloconesus Able to Fly?

I thought it was a really dumb decision, because any time you have a charactero, that character can fly. And then you're like, but now they can't. So i don't know, they just, i thin either thought it would be cringed for hem to fly, or they just wanted to save that for vanity. I was so bored. Oh, i was so bored by the tombse.
