Is There a Risk Society?

In the UK, we have train systems that are still sort of almost run on Victorian principles. It's a kind of constant process of having to fix things all the time and everything's become franchised or owned by lots of polyglomerations. I think in the absence of almost like a national or social morale or a collective spirit, you know, who cares about things when they're until they break?
