The Origins of Dare

Dare started in 1983 when Daryl Gates was the chief of police in LA. In 1982, Gates attributed several deaths of people held in chokeholds to the theory that blacks might be more likely to die from chokeholds because their arteries do not open as fast as they do in normal people. He says what really began his crusade to do more drug resistance education was that he would send undercover cops into high schools to try to buy drugs.
