Early societies had to be organized by raw social power. There are no formal powers to enforce anything se nor combat social pressure when it's applied, and humans will always apply it. This is true even for things like crime, which was prevented not by a system of laws, but rather their lineage or clan had to pay compensation. For offenders, this system of social power to prevent crime was highly effective in its implementation.
