The Origins of the Relativist Epistemology
One of the main founders of the field named is a candle. Keita did, did some work on and candle was a professor at Columbia's Teachers College. The international institute in which he worked was involved in assessment of colonial education systems introduced by the US government. So national difference became understood as a kind of civil civilizational gap.
