Slavery in the Northwest Territories
At the time, there was basically no precedent for statehood. The northwest territories would be surveyed and divided up into a reasonable number of chunks. When those chunks hit 60 thousand residents that they apply for statehood,. Eventually saw the new states of ohio, indiana, michigan, illinois and wisconsin admitted to the union. Part of minnesota is in there too, but it took the louisiana purchase to fill them out.
