There is a very limited subset of IRS agents who are carrying firearms. So they do a lot of like sort of law enforcement-y type stuff, even if it's not the core part of their business that most people associate with the Internal Revenue Service. You want people at the agency to be able to answer the phone and to respond to mail and to have ways of answering questions.
