In 19 64, india was a place of relative calm. The city government had made reforms. Jim no longer had his position as director of the human rights commission. His clout that he'd spent years building up in the city was pretty much gone upon his return. He also ramped up his self aggrandizing rhetoric which had begun to alienate some remaining traditional minded advisers. And so it was time to look elsewhereit's time to leave indianapolis.
