Both advanced and developing countries have different types of rents. It's technically quite easy to set up organizations, but not everybody can. So the issue is that the distribution of organ national capabilities is not uniform in any society. In advance countries there are more powerful organizations which check and balance each other. This whole process of rent seeking happens through a more rule following way. The absence of good governments in developing countries is not a pathology, and is not a conspiracy of a few people. It's a systemic feature of these societies.
