But congress is speaking ot both sides of its mouth. It really cares about protecting amer supply chains and getting american innovation back here. On the other hand, we're going to punish American innovation when we don't like how it behaves politically. Those two are completely irreconcilable when it comes to how we ought to deal with the larger scale conflict in the world," he says.
