The Purpose of the Torturers Guild

Torturers as a whole are despised. And that might even be their function. Cervarion talks about how sometimes Ham and Drahd and Roch would go down into the cistern underneath the bellkeep. They then walk a few walks through the city tenements proper to reach the river, which is making a toy through the city. Now cevarian says at the time of writing this, the torturers guild has risen to slightly more prominence. This guild has found new purpose in whatever time cevarian is in suggesting that potentially there is more need for torture.
