By the sixteenth century, a had created an environment of am a promoting the ning of islam in cities. A people would get up high positions depending on the types of areas that they went and studied. And then over years, it became family networks and family structures and so forth. But to assume that the central state wasn't overseeing what they were doing would be a mistake.
