In Pennsylvania, a flood in the late 1800s destroyed a community. They decided to put a very minimal temporary tax to make the rebuilding happen. That way it was a Jonestown floods. And guess what? If you live in Pennsylvania, guess what tax you're still paying today. This is all despite the fact that we now are looking at the results of this emergency spending and realizing so much of it was wasted.
