Is There a Time Limit to Intelligent Species Settlement?
Even the most conservative estimates say that it would take about 500 million years to really have like one species start on one star and make it to the other side of the galaxy through colonization efforts. That's not too long in the scope of time of our universe. Another answer is possibly that there just hasn't been enough time to have intelligent species settled the whole galaxy. You know, maybe our estimates that it would only take a few million years are off.
