The Joker confessing these plans to Batman is that it feels so rushed and unearned. Tim just decides to jaunt to a different universe on his way to try and save Batman. I think I didn't get if that was supposed to happen right he like he let his mind wander or whatever reason. It's one of these things where a conversation between Tim and like another version of his mother where they finally where he gets to open up about a lot of things and explain who he is should be as good as an episode of Strydsinsky's Spider-Man.
