Is Managerialism a System?

Why is it that today people are talking about mano jurialism? Why wasn't this a big topic of conversation in the 70 s or the sixtiesor or the fifties? And maybe it was in a different context. Not all of it gets grouped together under pure managerial theory. I would point to see right for example, and say that he shares 90 % of his theory with burnham. In fact, when i was a reading the power elite, and i read his critique of burnham, i felt that this section ah seemed to be the weakest part of his book.
