And then on top of that, because we're now in a moment where there were two projects in the 80s and 90s that reflects the moment of neoliberal concession. Black people were at the forefront of both of those. Now we do have a discourse about how that effort to position Black men as the social problem that we need to ramp up carceral strategies to address.
