The FDA is an organization built around safety. If they approve a drug, they kills people. Those lives are much more valuable than all the lives lost by not approving a drug. And so until the science is rock solid, they're going to be hesitant to approve something. It takes a huge amount of capital investments, billions of dollars, and sometimes decades of time.
