The Task Force on the Victims of Crime
In 1982, the Reagan administration established a task force on victims of crime. The report included suggestions for how to rebalance the judiciary in favor of victim's rights. Police officers required training in administering psychological first aid. This is the kind of the birth of psychological first aid in the US.
