Mark Galliotti: Allegations that the Nord Stream 2 gas pipeline attack was bankrolled by a Ukrainian oligarch. He says it does throw up some of the contrasts between the use of the term oligarch, and in some ways the way that Ukrainian and Russian political systems have diverged. And he argues that money speaks with a voice which may be quietly whispered in certain years, but it's always going to be listened to.
