Semi Conductor Industrial Policy

Manufacturing casts are only rising and it's becoming ougher to squeeze the juice out of lower notes like two nanometers for marginal improvements. Given that it's become difficult, would some form of industrial policy from governments? Does it look inevitable? Or can the semi conductor industrial work just fine without new, big industrial policy instruments going ahead? That its a very interesting question.
