The ingos, the councils, they're all there to support one another and keep pushing and repeating. A lot of times, that source is counsel in foreign relations with regard to propaganda. And those members are either reporters or editors of a lot of these major media organizations. So when you hear it come from a variety of different outlets, it gives the impression that it's actual news.
